The Secretary can create and run conservation centers for use by the Public Lands Corps and for doing conservation projects under this program. The Secretary can supply the centers with services, buildings, equipment, and supplies they need. The Secretary must set and enforce basic rules for health, food, cleanliness, and safety at every center. The Secretary can hire a state, local, or private group to manage a center. The Secretary can work with the Secretary of Defense to get military help when it is possible. That help can include temporary tents, transportation, and on-site supervision. The Secretary can also, with State National Guard leaders, identify military or Guard facilities that the Corps can use for training or housing. The Secretary can provide other services, technical help, oversight, and evaluations needed to run the program, and can give transportation to Corps members who live at home so they can get to project sites.
