A specific area of land in Colorado, described by metes and bounds, is taken out of ordinary settlement, occupation, or disposal under U.S. law and is set aside as a public park called Rocky Mountain National Park for the use and enjoyment of the American public. The United States Reclamation Service may enter and use any part of the park for flowage or other needs when that is necessary to develop or maintain a federal reclamation project.
