Provides money to carry out the rules in sections 228a–228j. For buying land and property, total spending for the five fiscal years that start with the year ending June 30, 1974 cannot be more than $1,250,000. Sets yearly caps for development: $49,000 for the year ending June 30, 1974; $255,000 for the year ending June 30, 1975; $265,000 for the year ending June 30, 1976; and $235,000 for the year ending June 30, 1977. Those amounts can be raised or lowered to reflect normal changes in construction costs shown by engineering cost indexes. The funds may be used only for acquisition and development done after January 3, 1975.
