Allows the Secretary to exchange federal land in sections 1, 12, and 13 (T148N, R100W) and sections 6, 7, and 18 (T148N, R99W) to get non‑Federal land inside the park. It keeps for stockmen a permanent right to trail livestock along the Little Missouri River to and from the railroad on the same route used since the area's livestock industry began. Federal lands not needed for exchanges may be transferred to other agencies at no cost, or, if no agency wants them, conveyed to the State of North Dakota without reimbursement.
