Defines the main words used in the chapter. "Antarctica" means the area south of the Antarctic Convergence (see section 2432(1)). "Antarctic mineral resource activity" means prospecting, exploration, or development of minerals in Antarctica, but not scientific research under Article III of the Antarctic Treaty signed in Washington on December 1, 1959. "Development" means work after exploration to take and use a mineral deposit, including processing, storage, and transport. "Exploration" means work to find or assess deposits, like drilling or dredging. "Mineral resources" are nonliving, nonrenewable things such as fossil fuels and minerals, not ice, water, or snow. "Person" means any individual or organization under U.S. law, including government entities. "Prospecting" means work to find mineral potential for later exploration or development. "Under Secretary" means the Under Secretary of Commerce for Oceans and Atmosphere.
