The Secretary must make a cooperative agreement with the Foundation to present performing arts and related educational and cultural programs at the Center and in other park areas they agree on. The Secretary may give technical and financial help under that agreement and set the terms he thinks are appropriate. The agreement must require the Foundation to keep the insurance in section 284c(c)(3) and to stay a 501(c)(3) organization exempt under 501(a). The Secretary and the Comptroller General must be allowed to inspect the Foundation’s records. The Foundation must send an annual report to the Secretary and the proper congressional committees that reviews last year’s work and plans for the next year. The United States may end the agreement if the Secretary finds it in the public interest. The Foundation must keep separate accounts for park presentations and for activities outside the park.
