The Secretary must create clear, science-based rules to measure the environmental benefits from conservation and land management. These rules will help farmers, ranchers, and forest landowners join environmental services markets, with special priority given to carbon markets. The rules must include ways to measure benefits, a way to report them, and a registry to store the results. The Secretary must also set up a process to check and confirm that reported activities actually happened and may use independent third-party verifiers. The work must build on materials that existed when the Food, Conservation, and Energy Act of 2008 passed. The Secretary must talk with federal and State agencies and with farmers, ranchers, foresters, banks that trade environmental services, colleges, nonprofits, private companies, and other interested people.
