Creates the National Fish and Seafood Promotional Council. The Secretary is on the Council but does not vote. The Secretary also picks 15 voting members. People must be nominated in the way the Secretary sets. The Council covers four regions: Northeast (Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Delaware, Pennsylvania, Maryland, Virginia), Southeast (North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, Texas, Puerto Rico, Virgin Islands), Pacific (Idaho, Washington, Oregon, California, Hawaii, Guam, American Samoa, Northern Mariana Islands), and Alaska (Alaska). There are three voting members from each region, two at-large members with freshwater/inland fisheries expertise (at least one not from those four regions), and one at-large member who is either a food/nutrition communicator or a union member with fisheries expertise. In each regional trio, one must be a harvester, one a processor or receiver, and one a marketer. Members serve 4 years. Vacancies must be filled within 60 days and members may stay until successors are named. The Council elects a chair each year by majority if at least 10 members form a quorum; fewer than 10 can hold hearings. The Council had to meet first within 180 days after November 14, 1986. Members are not paid but get travel costs reimbursed under section 5703 of title 5.
