Creates the Harriet Tubman Underground Railroad National Historical Park in Maryland as a unit of the National Park System. Key words: "historical park" = the new park; "map" = the official map T20/80,001A dated March 2014; "Secretary" = the Secretary of the Interior; "State" = Maryland. The park uses the map for its boundary and can grow if the Secretary buys, accepts as a gift, or swaps land inside the areas labeled "Authorized Acquisition Areas." The Secretary must not use condemnation to take land. The map will be kept on file and open to the public. The park’s purpose is to protect and explain the places and stories connected to Harriet Tubman and the Underground Railroad. The Secretary will run the park together with the part of the Harriet Tubman National Monument that the Park Service manages. The park must be run under Presidential Proclamation Number 8943 and the usual park laws. Within 1 year after December 19, 2014, the National Park Service and the Fish and Wildlife Service must make an agreement so the Park Service can do archaeological work and public interpretation inside Blackwater National Wildlife Refuge, following refuge rules. The Secretary can give tours in Caroline, Dorchester, and Talbot Counties. The law does not change Blackwater Refuge land, private landowner agreements, or private land uses near the park. The Secretary can partner with the State, local governments, colleges, nonprofits, and others to restore, mark, study, or build a joint visitor center on State land, with the federal share of costs limited to 50 percent. Within 3 years after funds are available, the Secretary must prepare a general management plan, consult the State, hold at least one public meeting, publish the draft online, and coordinate with Blackwater Refuge, the Harriet Tubman National Historical Park, and the National Underground Railroad Network to Freedom.
