Creates the Harriet Tubman National Historical Park in Auburn, New York, as a unit of the National Park System. Key terms: historical park means that park; Home means The Harriet Tubman Home, Inc., in Auburn; map means the map titled “Harriet Tubman National Historical Park,” number T18/80,000, dated March 2009; Secretary means the Secretary of the Interior; State means New York. The park will include the Harriet Tubman Home, the Tubman Home for the Aged, the Thompson Memorial AME Zion Church and Rectory, and nearby land shown on the map. The park must preserve and explain the places and stories tied to Harriet Tubman. The park is not officially established until the Secretary says enough land or land interests have been acquired, and the Secretary must publish that decision in the Federal Register within 30 days. The map will be kept on file and open for public inspection. The Secretary may buy, accept donations of, or trade for land inside the mapped area, but may not use condemnation to take land. The Secretary will run the park under the usual National Park laws and may offer tours to related Tubman sites outside the park. The Secretary may make agreements with owners, the State, colleges, the Home, nonprofits, and others to mark, study, interpret, or restore resources. Federal funding for any such activity cannot be more than 50 percent of the total cost; the rest can be money or in-kind support. Any agreement about religious property must be reviewed by the Attorney General and cannot start until the Attorney General finds it does not violate the Establishment Clause. The Secretary must write a general management plan within 3 years after funds are provided, and must coordinate that plan with the Harriet Tubman Underground Railroad National Historical Park and the National Underground Railroad Network to Freedom.
