Commissioners must, under the direction of the Secretary of the Interior, survey and preserve the battle lines and other historic sites in the park and nearby areas. They must open, build, and repair roads, paths, and approaches so the public and students can reach those places. They must mark fortifications, gun emplacements, walls, battle lines, troop locations, buildings, and other historic points with monuments or markers, and may build observation towers if the Secretary thinks they are needed. The commission may hire workers and buy supplies at pay rates set by the Secretary of the Interior to carry out sections 425 to 425j.
