Conservation means the actions needed to bring Asian elephants back to healthy wild numbers, covering habitat work, research and monitoring, help making management plans, enforcing CITES and laws with community help, moving elephants, resolving human–elephant conflicts, and outreach and education. Fund means the account set up by Public Law 105–277 (division A, section 101(e), title I), titled “multinational species conservation fund” (16 U.S.C. 4246). Secretary means the Secretary of the Interior. Administrator means the Administrator of the Agency for International Development.
