Creates the Manassas National Battlefield Park in Virginia, limits its total area to not more than 4,525 acres, and fixes the park lines to the map titled “Boundary Map, Manassas National Battlefield Park,” dated October 1980, number 379/80,009, which is on file at the National Park Service. The Secretary must publish a full map and description in the Federal Register as soon as possible but no later than one year after this section takes effect. The Secretary may not change the park boundaries under 54 U.S.C. 100506(c) and must run the park under the laws and rules that apply to the national park system. Adds an “Addition” of about 600 acres (south of U.S. Route 29, north of Interstate 66, east of Route 705, west of Route 622). On November 10, 1988, the United States got title to and immediate possession of all land in the Addition. The United States must pay fair money to owners, either by agreement or by court judgment, using the permanent judgment appropriation under 31 U.S.C. 1304, and payments will include interest compounded quarterly at the rate set by the Secretary of the Treasury based on average market yields for the period from November 10, 1988, to the month before payment. If there is no settlement or owner action within 1 year after November 10, 1988, the Secretary may start a court case at any time to determine the payment. The Secretary must publish a detailed map and description of the Addition in the Federal Register within 6 months after November 10, 1988, and must stop any unauthorized use of the Addition after that date, though the Secretary may allow orderly shutdown of operations and removal of equipment, buildings, and personal property.
