The Secretary must set up the national seashore after September 28, 1962 once enough land has been bought that can be managed to carry out the purposes of sections 459d to 459d–7. The seashore is created when the Secretary publishes a notice in the Federal Register. The notice must give the seashore boundaries to match section 459d as closely as possible. After publication, the Secretary must quickly send the notice and a map to the State governor and local governments by registered or certified mail, publish them in local newspapers, and file certified copies and the law sections at the county registry of deeds.
