The Secretary must manage property bought under these rules using the law that created the National Park Service (Act of August 25, 1916) and other general laws that apply to NPS areas, unless another part says otherwise. The Secretary can also use other conservation and natural-resource powers if those powers help achieve these rules' purposes.
