The Secretary must run Assateague Island National Seashore for public outdoor recreation and to protect the natural features people enjoy. The Secretary can use National Park Service powers and other conservation authorities to manage the seashore. Land and water inside the Chincoteague National Wildlife Refuge that are part of the seashore must be managed as a wildlife refuge under refuge laws, including public recreation rules in the Act of September 28, 1962 (Public Law 87–714; 76 Stat. 653). The Secretary may make cooperative agreements with local, State, and Federal agencies, schools, and non‑profits to work together on research to protect the seashore’s natural and cultural resources and may give technical help to those partners. The Secretary must send Congress a report every two years on the research results and plans to carry out the recommendations.
