When the United States owns enough land and land interests to form a manageable unit for the seashore, the Secretary must create the seashore by publishing a notice in the Federal Register. The notice will include a detailed map or boundary description that matches the area described in section 459g as closely as possible. The Secretary must send that map or description to the Speaker of the House and the President of the Senate at least 30 days before publication. After the seashore is created, and subject to the limits in sections 459g to 459g–7 and 459g–1, the Secretary may acquire the remaining lands and land interests inside those boundaries.
