Defines the key words used in this part of the law. Below are the terms with a short plain-English meaning for each. Secretary means the Secretary of the Interior. Conservation area means the Morley Nelson Snake River Birds of Prey National Conservation Area. Raptor or raptors means eagles, falcons, owls, hawks, and other birds of prey. Raptor habitat means places raptors use, including where their prey live and where they nest and hunt inside the conservation area. Memorandum of Understanding means Memorandum of Understanding #ID–237, dated May 1985, between the State of Idaho Military Division and the Bureau of Land Management. Orchard Training Area means the area shown on the conservation map and described in that MOU, plus the airspace above it. Impact Area means the place used for live firing and live-fire ranges that is dangerous to the public and shown on the map. Artillery Impact Area means the part of the Impact Area where live projectiles are fired, as labeled on the map. The plan means the comprehensive management plan for the conservation area dated August 30, 1985, and any later revisions needed to carry out this part of the law. Hydroelectric facilities means all facilities for generating, transmitting, and distributing hydroelectric power that are covered by a license from the Federal Energy Regulatory Commission, including any amendments to that license.
