Nothing in this part can change or widen the official purposes of any Reclamation project. If a recreation facility built under this part is expanded or changed, that work must not increase the capital repayment or the operation and maintenance costs for the beneficiaries of the related Reclamation project. "Beneficiaries" does not include entities that sign agreements or contracts for recreation facilities under the Federal Water Project Recreation Act (16 U.S.C. 460l–12 et seq.).
