The Secretary must manage all federal lands in the Cooperative Management and Protection Area under the Federal Land Policy and Management Act and other laws to protect and improve natural, cultural, scenic, and economic resources (like geology, wildlife, rivers, tribal and archaeological sites) while still allowing current and historic recreation. Within 4 years after October 30, 2000, the Secretary must make a long-term plan for these federal lands, including the Wilderness Area. The plan must say how the lands will be used and cared for, use existing and future plans and studies, work with State and county governments, private landowners, and the Burns Paiute Tribe, and set measurable, achievable goals consistent with the management objectives in section 460nnn–12 to keep the area’s natural systems healthy. The Secretary must also run a monitoring program to track progress toward those goals.
