Takes the federal lands shown on the official map out of the systems that allow locating mining claims, getting patents, and using mineral, geothermal, and mineral materials leasing laws, except for any legal rights that already exist. The Secretary may allow saleable mineral use only for road maintenance at places marked as “gravel pit” on the map (not in the Wilderness Area, wilderness study areas, or designated segments of the National Wild and Scenic Rivers System) if that use was already authorized before October 30, 2000 and it fits the Cooperative Management and Protection Area purposes and plan.
