The Secretary can use any park or other legal powers he has to protect and manage the Park’s natural resources and carry out this law. The Park must be kept in its present condition. No visitor development is allowed if it would harm the Park’s unique plants, animals, landforms, or the historic places the Secretary names. The Secretary can still build trails, viewpoints, exhibits, and services to help people enjoy and learn about the Park. He can also develop parts of the Park that are suitable for public use.
