Defines key words used in the chapter about conserving anadromous fish in the North Pacific. “Anadromous stocks” — fish stocks listed in the Convention Annex that migrate into the Convention area. “Anadromous fish” — the fish species on that Annex that migrate into the Convention area. “Authorized officer” — a law enforcement official allowed to enforce this chapter under section 5008(a). “Commission” — the North Pacific Anadromous Fish Commission created by Article VIII of the Convention. “Convention” — the Convention for the Conservation of Anadromous Stocks of the North Pacific Ocean, signed in Moscow on February 11, 1992. “Convention area” — waters of the North Pacific and nearby seas north of 33 degrees North Latitude and beyond 200 nautical miles from the baselines. “Directed fishing” — fishing aimed at a specific species or stock. “Ecologically related species” — marine species linked to anadromous stocks, such as their predators or prey. “Enforcement officer” — a law official any Party may authorize to enforce this chapter. “Exclusive economic zone” — the zone set by Proclamation Numbered 5030, dated March 10, 1983, with an inner boundary that matches each coastal State’s seaward boundary. “Fish” — finfish, mollusks, crustaceans, and other marine animals and plants, excluding marine mammals and birds. “Fishing” — catching or taking fish, activities likely to catch fish, and sea operations preparing or supporting those activities. “Fishing vessel” — any vessel that catches, processes, transports, is equipped to catch, or supports vessels that catch fish in the Convention area. “Incidental taking” — catching one species while intentionally fishing for another. “Party” — Canada, Japan, the Russian Federation, the United States, and any other nation that may accede to the Convention. “Secretary” — the Secretary of State. “United States Section” — the U.S. Commissioners on the Commission.
