Allows the Secretary of the Interior to permit prospecting, mining, and use of minerals in parts of Minnesota national forests that are otherwise withdrawn, reserved, or not open under U.S. mining or leasing laws when no other law allows it. He must follow general rules, set terms and time limits, and have the Secretary of Agriculture's consent. Money from these permits or leases must go into the same Treasury accounts and be shared the same way as national forest revenue under sections 499 to 501.
