Secretary of Agriculture may identify small farming areas inside lands acquired under this law and, if farming won't harm forests or streams and they're not needed by public, sell to actual settlers at true value he sets in up to eighty-acre parcels under rules. Upon sale, control returns to State, and no other claims to land, water, or products are allowed except as this permits.
