Create the Bowen Gulch Protection Area in the Arapaho National Forest in Colorado. It covers about 11,600 acres shown as “Area A” on a January 1993 proposal map. The Forest Service must run the area under normal national forest rules, but valid existing rights stay in place. The land is closed to new land claims, most mining, and mineral or geothermal leasing. No developed campgrounds can be built. After August 13, 1993, no new roads or trails may be made. Timber cutting is only allowed as wilderness rules permit for fire, insects, disease control, and public safety. Motorized use is allowed only on routes that existed on July 1, 1991, and only when there is adequate snow cover; at other times only non-motorized mechanized travel is allowed. When the forest plan is revised, the Forest Service must make a management plan for the area after getting public comment.
