Designates the land in the Mono Basin inside and next to Inyo National Forest in California as the Mono Basin National Forest Scenic Area. The boundary is shown on a map titled "Mono Basin National Forest Scenic Area," dated June 1983 and numbered 1983–3. That map is kept for public viewing at the Inyo National Forest Supervisor’s office and at the Forest Service chief’s office in the Department of Agriculture. The Secretary of Agriculture may make small changes to the Scenic Area boundary, but must publish a notice in the Federal Register and tell the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources at least 60 days before the change.
