Creates a Scenic Area Advisory Board to give advice to the Secretary about Scenic Area policies, the comprehensive management plan, and where to place the visitor center. The Board has nine members: five chosen by the Mono County Board of Supervisors, two by the Governor of California (one must be from the California Division of Parks and Recreation), one by the mayor of Los Angeles, and one by the Secretary (who must be a Forest Service employee). Members normally serve three-year terms. The first set of appointments is staggered: Mono County picks one for one year, two for two years, and two for three years; the Governor’s picks are for one and three years; the mayor’s pick is for two years; and the Secretary’s pick is for three years. All members had to be appointed within 90 days of September 28, 1984, and they elect a chairman at their first meeting. The Secretary or a designee must meet with the Board at least once a year. Members are unpaid but can be reimbursed for reasonable expenses if the chairman approves the vouchers. Vacancies are filled the same way as the original appointments, a majority of members makes a quorum, and the Board ends ten years after its first meeting.
