Money is allowed for specific projects and payments for fiscal years after the fiscal year 1986. Up to $40,000,000 may be used to buy land, water, or interests under sections 544–544p, but no more than $10,000,000 of that can be used under section 544h. Those land-buying funds may come from the Land and Water Conservation Fund, even if other rules in chapter 2003 of title 54 would limit it. Also, $2,000,000 is available to make payments to local governments under section 544l(c). More money is allowed after the management plan is approved under section 544d. That includes $10,000,000 for an interpretive center in Oregon and a conference center in Washington, $10,000,000 for recreation facilities under section 544e(d), $2,800,000 to prepare and restore the Old Columbia River Scenic Highway under section 544j, and $5,000,000 for each State for economic development grants under section 544i. If a State fails to do its job under section 544c within three years, the State’s $5,000,000 may instead be used to buy land under section 544h. Funds in the local payments and the post-approval programs cannot go to any county that does not have a land-use ordinance found consistent by the Commission and approved by the Secretary under section 544f.
