Defines words used in sections 544 to 544p about the Columbia River Gorge. "Adversely affect" means there is a reasonable chance of more than moderate harm to scenic, cultural, recreation, or natural resources, judged by the action’s context, its intensity (how big, how long, and how likely), how it adds up with other actions, and any proven measures the proposer will use to reduce harm. "Agricultural lands" and "forest lands" are those lands designated under the management plan. "Commission" means the Columbia River Gorge Commission. "Counties" means Hood River, Multnomah, and Wasco Counties in Oregon, and Clark, Klickitat, and Skamania Counties in Washington. "Dodson/Warrendale Special Purchase Unit," "management plan," and "recreation assessment" are the specific units or plans created under the law. "Indian tribes" names the Nez Perce Tribe; the Confederated Tribes and Bands of the Yakima Indian Nation; the Confederated Tribes of the Warm Springs of Oregon; and the Confederated Tribes of the Umatilla Indian Reservation. "Interim guidelines" are guidelines the Secretary creates under the law. "Land use ordinance" means any county or Commission ordinance under these sections. "Major development actions" include four things: subdivisions and similar plats; permits to site or build multifamily, industrial, or commercial facilities outside urban areas (except those covered by the recreation assessment); mineral exploration, development, or production unless it causes no surface disturbance in special management areas or is limited to road-building materials for forest-product roads; and permits to build residences or other major structures inside special management areas on parcels smaller than forty acres. "Open spaces" are unimproved lands not called agricultural or forest lands and include scenic, cultural, historic, habitat, rare plant areas, important natural sites, outstanding views, water and wetlands, archaeological and cultural sites, recreation resources, and federal or state wild, scenic, and recreation waterways. "Residential development" means permits to site or build any residence or related major structure. "Scenic area" means the Columbia River Gorge National Scenic Area. "Secretary" means the Secretary of Agriculture. "Special management areas" are parts of the scenic area set aside under the law. "States" means Oregon and Washington. "Urban areas" are the places shown as urban on the map referred to in the law or as later revised.
