Makes Saint Helena Island a National Scenic Area to protect its resources for present and future generations. It starts when the U.S. gets title to whole island, except part given to the Great Lakes Lighthouse Keepers Association under section 1001 of the Coast Guard Authorization Act of 1996 (Public Law 104–324; 110 Stat. 3948).
