Creates a scenic area that includes all of Saint Helena Island in Lake Michigan and any nearby rocks, pinnacles, islands, or islets within one-eighth mile of its shore. When the scenic area is created, the Hiawatha National Forest borders will be extended to include those lands, and those new borders will be treated as if they existed on January 1, 1965, for section 100506 of title 54. Only for making payments to local governments under section 6902 of title 31, land the United States acquires under sections 546 to 546a–5 will be counted as entitlement lands.
