People who serve as a Commissioner, Alternate Commissioner, Representative, Alternate Representative, an expert or adviser under section 5601(e), or a member of the consultative committee under section 5607 must not be paid by the Government for that service. If money is available, the Secretary of State must pay necessary travel and other expenses for those people and for up to six experts and advisers under section 5601(e) while doing official work, following the Federal Travel Regulations and the rules in title 5 (sections 5701, 5702, 5704–5708, and 5731). Serving in these roles does not make someone a Federal employee except for injury compensation and tort-claims liability under chapter 81 of title 5 and chapter 171 of title 28.
