The Secretary of Agriculture must work with state land‑grant colleges or other state agencies to help farmers learn how to plant, renew, protect, and manage small forests, tree lines, windbreaks, and other useful tree growth, and how to harvest, use, and sell the products. Except for preliminary studies, the federal money spent with a state each fiscal year cannot be more than what that state spends for the same purpose that year. The Secretary can pay federal funds when a state official certifies the state has spent its share. Up to $500,000 may be approved each year from the Treasury for this work.
