Forest Service funds may pay to build buildings, lookout towers, and other structures on land owned by states, local governments, corporations, or private owners, even if sections 3111 and 3112 of title 40 would otherwise apply, and as long as usual cost limits are met. Before building, the Forest Service must get the right to use the land for the structure’s expected life and the right to remove the structure within a reasonable time after that right ends.
