Keeps certain U.S. public lands in northern Minnesota from being claimed, bought, or taken under federal public-land laws. The areas include all public lands north of township 60 north in Cook and Lake Counties (including Lake Superior shorelines there); the part of St. Louis County north of a line beginning at the northeast corner of Township 63 north, Range 12 west, 4th P. M., then west to the southwest corner of Township 64 north, Range 18 west, north to the northwest corner of Township 65 north, Range 18 west, west to the southwest corner of Township 66 north, Range 21 west, and then north to the U.S.–Canada boundary; public lands on shorelines of lakes and streams along the international boundary inside those areas; public lands in the Superior National Forest in Townships 61 and 62, Ranges 12 and 13 west, 4th P. M.; and public lands on the shores of Burntside Lake and Lake Vermilion. Earlier legal claims begun under the public-land laws remain valid if they are kept up as required. The Department of Agriculture may still issue permits or licenses for national-forest uses under its normal rules.
