Woodsy Owl is the name and picture of a made-up owl that wears forest-green pants, a brown belt, and a Robin Hood–style forest-green hat with a red feather, and that promotes the Forest Service’s message telling people not to pollute. Smokey Bear is the name and character created by the Forest Service together with the Association of State Foresters and the Advertising Council. Secretary means the Secretary of Agriculture.
