The Secretaries of Agriculture and the Interior can create cooperative "sustained-yield units" when they think it is in the public interest. The goal is to keep forest industries, jobs, communities, and forest tax values stable by ensuring steady timber and forest products and protecting water, stream flow, soil, climate, and wildlife. Each unit will include federal forest land the Secretary controls and nearby private land that is likely to join under cooperative agreements allowed under section 583a.
