The Secretary must use money from the program when doing so will help expand home or foreign markets, find new buyers, or remove extra supplies so consumers have steady access to farm products at prices fair to farmers and shoppers. The Secretary may also give advances to producers to pay Federal Crop Insurance Corporation premiums. Those payments go straight to the Corporation. Advances are only for producers in or agreeing to a program under section 590h. The Secretary sets the terms and may send estimated funds to the Corporation ahead of applications, and any unused funds must be returned.
