The Secretary of the Interior must send reports to two Congressional committees when the President files the Department of the Interior budget for fiscal year 2002 and every year after. The reports must say what steps the Department took to follow Title 1 and its changes. They must say if following the law cut the number of staff who run the Federal Assistance Program for State Wildlife and Sport Fish Restoration, suggest any changes to the law to help run the program and protect state funds, and include any other relevant implementation information. At that same time the Secretary must give the planned amounts, by category, to be used under section 4(a)(1) of the Pittman-Robertson Wildlife Restoration Act and section 4(d)(1) of the Dingell-Johnson Sport Fish Restoration Act. Within 60 days after each fiscal year ends, the Secretary must certify and report to those committees the amounts actually used by category under those same sections; the amounts apportioned to States under section 4(a)(2) and section 4(d)(2)(A); the results of audits under section 9(d) of both Acts; that administration expenses were necessary; that headquarters and regional office spending followed the Acts; and that the Secretary, the Assistant Secretary for Fish and Wildlife and Parks, the Director of the U.S. Fish and Wildlife Service, and the Assistant Director for Wildlife and Sport Fish Restoration Programs all properly performed their duties. Each State must certify to the Secretary within 60 days after the fiscal year that its apportioned funds were spent according to the Acts. The Secretary must send all State certifications to those committees by December 31 for the prior fiscal year. The Secretary may only let the Assistant Secretary for Fish and Wildlife and Parks make the certification required above.
