The Secretary of the Interior must run Sullys Hill National Park in North Dakota as a big-game preserve, refuge, and breeding area and call it the White Horse Hill National Game Preserve. It must include the lands named in the June 2, 1904 proclamation creating Sullys Hill Park and any unsurveyed or public lands exposed when Devils Lake receded. Its edges follow Devils Lake and a nearby stream, roughly along certain lots and sections in township 152 north, range 65 west, fifth principal meridian, as shown on plats approved June 23, 1904, and June 2, 1927. The public may use the preserve for recreation so long as that use fits its role as a game preserve. Hunting is not allowed.
