The Secretaries of Agriculture and Commerce must carry out the rules in sections 694 to 694b. Together they can make the rules needed to run fish and game sanctuaries and refuges, including rules about hunting or removing predators (for example, wolves, coyotes, foxes, pumas, and other animals that harm livestock, wildlife, or farming), as long as those rules do not conflict with State laws. They cannot change a State’s current authority over these areas unless that State’s legislature agrees.
