The Secretary must allow hunting, fishing, and trapping on lands and waters he manages in the preserve and the Addition, following U.S. and Florida law. He can create zones or set times when no hunting, fishing, trapping, or entry are allowed for safety, management, plant and animal protection, or public use. Except in emergencies, any rules that limit these activities must be made after talking with the State agency in charge. Members of the Miccosukee Tribe of Indians of Florida and the Seminole Tribe of Florida may keep using and living on federal lands and waters in the preserve and the Addition in their usual way. That includes subsistence hunting, fishing, trapping, and traditional ceremonies, as long as they follow reasonable rules set by the Secretary.
