Project funds must pay only for projects that follow this subchapter. The Secretary may make agreements with willing federal, state, or local agencies, private or nonprofit groups, and landowners to protect, restore, or improve fish and wildlife habitat and related resource goals on federal land — and on non‑federal land when that work helps federal resources. A resource advisory committee may propose using up to 10 percent of an eligible county’s project funds in any fiscal year to cover the committee’s administrative expenses, as allowed under section 7123.
