Provides $200,000 each year, starting with the fiscal year that ends June 30, 1940, on top of other money already allowed by law, to buy and survey lands and waters for migratory bird refuges and to pay the costs of running, improving, and protecting those refuges and other breeding grounds. Money can be used for building water works and buildings, stopping bird losses from alkali poisoning, oil pollution, or similar causes, working with local authorities, and funding research and public information. None of the money can pay the salary or expenses of any U.S. protector except reservation protectors who run, maintain, and protect the refuges and birds. When possible, those protectors should be hired from qualified citizens of the state where they will work. The Secretary of the Interior is allowed and must spend the funds and hire staff, including in Washington, D.C., as needed to carry out these duties.
