Anyone who buys an electronic stamp from a State must get that electronic stamp the same day they buy it, and the State and the Secretary must agree on how it is delivered. States that sell electronic stamps must send the Secretary, under their written agreement, the buyer’s first and last name, full mailing address, the stamp’s face value, and the Federal part of any fee. The State’s share of fees is not included. A State may charge a reasonable fee to cover its and the Department of the Interior’s costs, may replace lost or damaged electronic stamps, and must not require a State hunting license to sell an electronic stamp. After March 10 each year, the Secretary must mail an actual stamp to everyone who bought an electronic stamp for the prior waterfowl season.
