Defines key words used in the chapter. “Appropriate congressional committees” means the Senate Committees on Foreign Relations and Appropriations and the House Committees on Foreign Affairs and Appropriations. “Co-Chairs of the Task Force” are the Secretary of State, the Secretary of the Interior, and the Attorney General, as created by Executive Order 13648. “Community conservation” is a local approach where communities manage and benefit from wildlife and resources long-term, including handing over management and building local capacity. “Country of concern” is a foreign country named under section 7621(b) as a major source, transit point, or consumer of trafficked wildlife where the government has taken part in or profited from trafficking, or has repeatedly failed to seriously prevent and punish it. “Focus country” is a foreign country the Secretary of State finds to be a major source, transit point, or consumer of trafficked wildlife. The terms “defense article,” “defense service,” “significant military equipment,” and “training” have the meanings in section 2794 of title 22. “Implementation Plan” means the plan for the National Strategy released on February 11, 2015, or a later version. “National Strategy” means the National Strategy published on February 11, 2014, or a later version. “National wildlife services” are the ministries or government bodies in a focus country that handle wildlife issues like poaching or trafficking. “Security force” means military, police, gendarmerie, park rangers, or similar forces that protect wildlife and habitats. “Task Force” means the Presidential Task Force on Wildlife Trafficking set up by Executive Order 13648 (78 Fed. Reg. 40621) and changed by section 7631. “Wildlife trafficking” means poaching or other illegal taking of protected or managed species and the illegal trade in wildlife and their parts or products.
