Requires the Secretary of State to send Congress lists of focus countries and countries of concern. The Secretary must consult with the Secretaries of the Interior and Commerce. The first report was due within one year after October 7, 2016, and then must be filed every two years by June 1 when a report is required. The first report filed after December 23, 2022 must also publish in the Federal Register a procedure to remove a country from the country-of-concern list under section 7601(4). This requirement ends on September 30, 2028.
