The Secretary in charge must make a full inventory and assessment of recreation resources on federal lands and waters. The inventory must be shaped with public input and be updated when the Secretary thinks it is needed. The inventory must note special recreation values and places with heavy use. It must list and map resources by kind of activity and by the natural or man-made facilities there, show how much they were used on the date of the inventory when that information exists, and describe any trends in use or opportunities when possible. For each resource, the Secretary must estimate maintenance needs and costs, judge whether it is suitable for new or larger recreation projects, and review whether current management is adequate. The Secretary must use existing research and planning when practical.
