Lets satellite TV companies retransmit a TV station’s over‑the‑air signal into that station’s local area without getting a new permission, but only if they meet certain rules. They must send the signal to the public, follow FCC rules about carrying broadcast signals, and charge either each subscriber or a distributor. If they do this, they must give the network a full list of subscribers within 90 days and then send monthly updates on the 15th about any adds or drops. Signals found to be “significantly viewed” under the FCC rules in effect on April 15, 1976 can be carried to people outside the station’s market, and a denied subscriber can ask the local station for a waiver; the station must accept or reject that request within 30 days or it is treated as accepted. There are special market and state exceptions for certain single‑station states, small counties, and systems of public stations. Some retransmissions have no royalty fees, while others must follow the royalty rules in section 119(b). If a satellite carrier willfully or repeatedly breaks the FCC or reporting rules, or changes the program or mixes it with other signals, it can be sued for copyright infringement and face injunctions and damages. For accidental service to an ineligible subscriber, a carrier that quickly stops the service may avoid damages, and statutory damages for each such subscriber are capped at $250 per month; repeated or widespread violations can bring permanent bans and up to $2,500,000 per six‑month period. Distributor — company that arranges delivery of the satellite signal to others. Local market — the station’s designated market area (the area where the station is licensed). Low power television station — a small, low‑power TV station as defined by the FCC. Subscriber — a person or entity that pays for the satellite service. Television broadcast station — an over‑the‑air TV station licensed by the FCC (not including low‑power or translator stations). Network station, non‑network station, satellite carrier, and secondary transmission — defined terms found under section 119(d).
